County officials say the Geographical Information System, a main data base of glastonbury aerial photo maps that is overlaid with county data, is an efficient tool for municipalities that participate in the program.Currently 35 of 53 Monmouth County municipalities are participating in the program. The $2.5 million system can be used for a number of purposes, said Monmouth County GIS Coordinator. The system is comprised of aerial maps that are fed into a computer system. Mapping coordinates are given to the locations on the photos.County statistics on the physical features, building, zoning and historical sites are layered over this information to enable a borough to simply go into the system, click on the site and receive its pertinent information.”Some of the towns are able to do site reviews for developments, and we’ve heard of examples of school districts that were able to save $10,000 on wetlands permits from the state,” he said of the system that enables an overall view of the county.He refers to the system as a whole data base galore that offers 40 different bases at the local level.”We have all the buildings, topography, engineering survey and development surveys,” he said. “If there are changes to a park, the data can be updated very quickly and easily.”Mapping includes streets, rail lines and even offers a tax layer, created through tax maps, and tax records.He gives the example of how a borough may need to notify residents in the case of an ordinance change.”Letters notifying residents of a change can be sent out quickly and easily,” he said of the system’s ability to tabulate all names and addresses of residents living in the specific area.In Fair Haven, where borough officials say they have approved a resolution granting the funding and hope to have GIS up and running by September, the program will be used strictly by the public works department, said Borough Clerk Administrator. Here, the system provides information on sewer lines, roads, fire hydrants and ditches and pinpoints features to a position of longitude and latitude. The computer will be used for borough planning, construction, maintenance, data collection, record keeping and for mapping, Hilling said.”The efficiency of borough operations will be enhanced through obtaining GIS,” Hilling said.The participation in the program will cost Fair Haven $9,000, Hilling said of the fee to be paid over two years that will supply the computer and access to the system. In the overall picture, fees charged for use of the system are broken down into categories - municipalities are charged according to their size. He said that while Fair Haven will pay $9,000, other municipalities like Sea Bright pay $5,000 and Middletown pays $106,000.”We try to base it on the amount of work required to compile the information, as well as size and accessed property values,” he said.Other uses for the  terra aerial maps data base include private use. Engineering firms and utility companies, for example, are required to pay a one-time $62,500 fee to use the program.
