There Big John puts on a glittery shirt with puffed sleeves, tight trousers and becomes a reincarnated Elvis. He takes to the stage accompanied by Miss Kenya 1987 and the Shady Haze rock band. Then, for two hours, two Englishmen and a Kenya woman sing American rock 'n' roll to an audience of Swiss and Germans. In Kenya only the lions seem unconfused.

There is anecdotal evidence that some lenders are flatly refusing to
foreclose on some city buildings in Alabama real estate listing because
they don’t want them. Not only is there little market for such
properties; ownership means liability for taxes, insurance and maintenance.

“These people, they thought this could go on forever,” Hughes says.
“When the city came, they were shouting, ‘The only way you’re going to get
me out of here is in a body bag.’ “Although the scene was chaotic,
Hughes said there were many incidents of cooperation and kindness in the
building. For instance, when the young welfare mothers ran out of money
for food — or spent it on drugs or clothes — other tenants would feed
the children. “What we had is a little community. It was really sad
when everybody had to leave. We stuck together through a lot of things.”
One city official said that if the boiler hadn’t failed, “they could
have been there for two years and nobody would have known it.”

That’s because no one other than the tenants wanted to have anything to
do with 3-11 1/2 Huntington St. Hansman said his lawyers had told him
not to have anything to do with the building after he declared
bankruptcy. The bankruptcy court trustee refused to take the building to help
repay Hansman’s creditors because an appraisal showed the building was
worth far less than the outstanding mortgage note owed to Burritt
Interfinancial Bancorp. In December, Burritt failed and was seized by federal
regulators, who sold some of its assets to Derby Savings Bank. But the
mortgage on the Huntington Street buildings was among assets Derby
Savings didn’t want.

So the FDIC got stuck with the mortgage. But it can’t sell the
buildings because it hasn’t taken title to the property, the FDIC’s real estate
division said. And its credit division won’t say what it plans to do
with the mortgage, citing confidentiality rules. “All you can do is to
keep trying to sell them,” said George Jensen, president and chief
executive officer of the Bank of Hartford. Last year, the Bank of Hartford
was able to sell four mid-sized apartment buildings it had foreclosed on
in Hartford, all at deep discounts and many with no down payments
required of buyers.

“If we find people willing to do a rehab or manage a property we try to
work with them,” Jensen said. “If we feel they will work with the
property, we offer them 100 percent financing. But they have to be serious.
One thing we don’t want is to get it back.” But Jensen acknowledges
there is a problem with selling too cheaply: the risk that the buyer can
offer rents low enough to steal tenants from still-solvent property
owners, causing more failures and more abandonment.
